Jeanine Topping - Ensuring quality focused accredited training providers

Jeanine Topping is the owner of Jeanine Topping and Associates (JTandA), which since May 2010, has been assisting training providers with acquiring and maintaining their accreditation.

Accredited training means that a training provider and the courses on offer are approved by one of the 21 industry specific Skills Education Training Authorities (SETAs) or the Quality Council for Trade and Occupations (QCTO) amongst other authorities. A new requirement is that all accredited training providers must be registered with the Department of Higher Education and Training.

Topping's passion and 16 years of expertise in the skills development field is now being focused on building her team of seven's capacity and ultimately her clients' knowledge. She says, "Our vision is to raise the standards of South Africa's training industry by ensuring that we become the preferred accreditation partner of all training providers."

Topping was previously the owner of Survival Office Skills (2003) and Survival Skills Training & Personnel, an accredited Services SETA training provider, which saw learners successfully obtain their statement of results for various skills programmes.

Her industry experience includes being on contract with Knowledge Quest, which was the contracted service provider to the Services SETA, during which time she was a verifier and conducted external moderation of KZN based training providers.

Topping is also an experienced facilitator, assessor, material developer and moderator with various SETAs. In 2010 she was contracted as lead facilitator and assessor for the Business Administration NQF 4 Learnership with Entrepreneurial Survival Solutions. She was also contracted to TEP (Tourism Enterprise Programme) to facilitate their project management programme throughout South Africa.

She was previously involved in lecturing part time at Varsity College in computer literacy; office procedures; executive secretarial studies; and business communication.

Currently, JTandA have successfully assisted 533 national training providers to ensure that they are accredited to offer courses that are credit bearing.

Topping commented, "We value our company's reputation in the training industry and we really want our clients to proceed as quality focused accredited training providers."

A quality focused training provider means that:
  • The programmes (and/or assessments) offered by the training provider must culminate in unit standards and/or qualifications registered on the National Qualifications Framework (NQF)
  • The curriculum (design, content and learning materials) is aligned to the unit standards and/or qualifications The training provider has suitably qualified staff (facilitators, registered assessors and registered moderators)
  • Adequate learning support services are provided to course attendees
  • The assessment methods and tools used to measure the requirements for the unit standard and/or qualification are fair, valid and reliable, and are used to enhance learning.
Once the attendee has completed all requirements of the accredited training course, they obtain a certificate of competence that is recognised by South African Qualifications Authority (SAQA).

Therefore, the main benefit for course attendees is the knowledge that a certain standard has been set and adhered to by the training provider.

The certificates of competence obtained also confirm the level of proficiency and quality of training undertaken by the attendee for current and future employers.

The staff at JTandA constantly attend various workshops to capacity build their own knowledge further. This is relevant to keep abreast of the ever-important changes that occur within the skills development framework - especially those that affect accreditation.

The overall goal of the company is to concentrate on assisting, upskilling and empowering training providers to uplift South Africans with meaningful training interventions.
