A Visionary Project The Dube TradePort is the flagship development project of the provincial Department of Economic Development. The Provincial Government of KwaZulu-Natal established the public company, Dube TradePort, which is wholly funded by the Province's Department of Economic Development, so enabling it to undertake the development of the Trade Zone, Support Zone and Agri Zone which combine to form the Dube TradePort.
The company envisages that the Dube TradePort project will provide a significant economic stimulus to the economy of KwaZulu-Natal specifically and South Africa generally, through the provision of world-class facilities for inter-continental passenger travel and freight transfer.
This is a visionary project and one which the company believes will unlock extensive economic opportunities in:

The Dube Tradeport Project
The Dube TradePort is a strategically located world-class infrastructural development for South Africa, combining a new and contemporary international airport with an adjacent and comprehensively packaged trade port, all integrally designed to promote tourism and the ease of flow of manufactured goods entering and, especially, leaving the country.
The Dube TradePort will, in essence, serve as a catalyst for significant economic growth and development and the creation of sustainable employment opportunities in South Africa.
Located in the Province of KwaZulu-Natal, on the strategically important east coast of South Africa and in close proximity to two of Africa's busiest and biggest harbours - Durban and Richards Bay - the Dube TradePort is truly destined to become Africa's global trade gateway.
In December 2006, a Co-operation Agreement was signed between DTP and ACSA. In terms of this agreement ACSA shall build, operate and own the new international airport and the passenger terminal and the Dube TradePort company shall exclusively own, manage, and develop the TradePort, the Agri-Zones and the IT Platform, including the cargo handling terminal in the airport. The remaining land will be developed jointly by Dube TradePort and ACSA in a joint venture.
In June 2007, a R6,7 billion contract was concluded with the Ilembe Consortium, a joint venture comprising 13 companies, for the construction of the Dube TradePort. The project includes a strong focus on Black Economic Empowerment (BEE), with 70% BEE spend on local procurement, and an emphasis on corporate social responsibility and enterprise development.
On the 23rd August 2007, the Department of Environment and Tourism published a Record of Decision in response to the Dube TradePort EIA submission, which authorises the development of the Dube TradePort, comprising the new international airport, TradeZone, Support Zone and AgriZone, within the conditions outlined in the RoD. In September 2007, the national Minister of Transport launched the project at a Sod Turning Ceremony hosted by the Airports Company South Africa.
The first phase of the Dube TradePort development will be fully operational by 2010, heralding significantly improved access to Durban and KwaZulu-Natal ahead of the FIFA World Cup. This phase will include international airport's runway, passenger and cargo terminals, agri zone and IT Platform.
International Airport
A new international airport is being built by Airports Company of South Africa (ACSA) in partnership with Dube TradePort (DTP). The objective of the airport is to allow direct long haul international flights to and from Durban and to accommodate the rapidly expanding domestics passenger business. In addition, to the tourism benefits, direct long haul flights will benefit the export industry. Therefore airport component of the development involves the creation of a fully integrated passenger and freight airport facility.
The initial 19 500 square metre passenger terminal, catering for both domestic and international travel, is set to provide for an initial 18 passenger aircraft stands. Capacity at the outset will allow for the throughput of some six million passengers per annum, with opportunities for significant future expansion.
The initial runway length of 3,7km will accommodate the latest New Generation Large Aircraft (NGLA) which have recently been introduced for international travel, including the A380 Airbus. Space is to be allowed for the lengthening of the runway to 4km.
The passenger terminal will be developed in such as way as to allow for expanded retail concession opportunities.
In addition, the airport will provide comprehensive facilities for police, the military, VIPs, and general aviation and aircraft maintenance operations.
The new airport will have the capacity to handle 7,5 million passengers per annum by 2015 and in excess of 25 million passengers by the year 2060.
Trade Zone
The Trade Zone, linked to the airfreight handling component of the airport, is a significant and new intervention, which will provide dedicated space for the export and import of high value goods by air to and from KwaZulu-Natal.
Therefore through the provision of state-of-the-art airfreight handling facilities, tthe Trade Zone will attract industries such as motor components, electronics, clothing and textiles, perishables, value added logistics that are critically dependent upon specialised and dedicated air cargo facilities.
Essentially, the specialist freight-oriented Trade Zone will provide an all-new export environment through which tenants, operators and service industries may achieve high levels of productivity, logistics efficiencies and improved competitiveness.
This zone will undoubtedly assist in creating economic opportunities across a wide range of industrial sectors. In addition, this multi-modal logistics platform will be an attractive location for both manufacturing and service-based investment by businesses requiring quick access to air cargo and passenger services, and particularly those conducting their business within global value chains.
It is envisaged that a wide range of investments are likely, including:

Value-added logistics park.

Aircraft maintenance, repair and overhaul, aluminium product manufacturing and aerospace.

Electronic manufacturing services.

Remote printing.

Packaging service provision.
Support Zone
A Support Zone, comprising a number of nodes is to be developed as part of the Dube TradePort. This is to cater for the expected demand that the development of major airports creates for offices, business services and tourism transit accommodation in close proximity to the airport.
In Phase one of the Development the Support Zone will comprise a secure world class 24 hour business and trade environment including business parks and offices, hotels and specialist conference and meeting facilities, supporting retail facilities and international trade centres will be developed.
Phase One of the Support Zone consists of 12 ha of nett developable land and 55,000 m² of floor area. This development will be undertaken in a Joint Venture with ACSA.
Agri Zone
An integrated agricultural export zone, comprising about 80ha, will include land for the cultivation of high-value farming products and the provision of facilities designed to promote agricultural production and export.
Key Agri Zone facilities will comprise the following components:

Fresh produce trading facilities; and

Support infrastructure and services.
IT Platform
The IT Platform is to bridge the 'bricks-and-mortar' logistics and passenger platform that is the Dube TradePort, and the need for highly effective technology enablement necessary for national and international trade communications.
