Opening the Door to Opportunity
Broad Based Black Economic Empowerment (B-BBEE) is a well balanced tool to integrate previously disadvantaged people into the business community, to assist in the development of a larger middle class, and to up-skill and create opportunity for all South Africans. Currently KwaZulu-Natal is lagging behind other South African provinces in the implementation of B-BBEE. Aligned with current growth plans, active B-BBEE in KwaZulu-Natal has the potential to address inequality, boost economic growth, create a better life for all, and promote positive social values. B-BBEE includes the empowerment of women, youth and disabled.
Vula B-BBEE strives to contribute towards fulfilling the Broad Based Black Economic Empowerment needs in KwaZulu-Natal in order to promote the province's socio-economic development. The project is in line with the provincial government's strategy of promoting broad-based economic growth and job creation
Objectives
1.Tenders/ procurement
Companies that do business with government departments are required by law to demonstrate compliance with the Codes of Good Practice. Tenders, licenses or concessions are generally given to B-BBEE compliant companies and the database provides such companies with a competitive advantage in the market place. An established data base would be of value in collaborating with and providing support to government departments in ensuring that the procurement of goods and services is aligned to B-BBEE principles and that more businesses are able to compete for tenders.
2. Supply chain management
The database allows companies access to information that will improve their BBBEE scorecards while doing business along the supply chain.
3. Compliance
Individual companies achieve greater compliance when they purchase from suppliers with high compliance levels and ratings.
4. Transparency
Vula ensures that there is greater transparency along the supply chain and that previously overlooked companies are more visible.
5. Opportunities
More business opportunities for emerging businesses to be included in databases as service or product suppliers are created.

1. Database: To refine a searchable comprehensive database of companies which are compliant with B-BBEE standards according to current government legislation.
2. Website: www.vula.org.za
3. Yearbook: Directory of small, medium, and large company B-BBEE status, services and linkages
4. Seminars/ workshops: creating opportunity for staff training and development, business to business matching, enterprise development and corporate social development linkages
5. Annual conference/gala function
6. Newsletters: Clarity of codes of good practice, and updates to the B-BBEE Act and Charters.
7. Advice: Promote effective B-BBEE compliance, development, understanding and implementation.
