Business Opportunities arising from the KZN Municipal Airports Project

1. INTRODUCTION

1.1 The KwaZulu-Natal Provincial Government has embarked on a strategy to assist municipalities to upgrade and extend infrastructure at a network of six municipal airports. The airports are located at Pietermaritzburg, Richards Bay, Ulundi, Virginia, Newcastle and Margate.

1.2 The KwaZulu-Natal Provincial Treasury (Treasury) has been allocated funding to support the project and upgrading has commenced at Pietermaritzburg, Richards Bay and Ulundi. The project will be extended to the other municipalities as funds become available.

1.3 Additional funding may be available to support initiatives that generate new sustainable full time jobs or create training and skills acquisition opportunities.

1.4 The municipalities are the owners of the land on which the airports are located and in some cases land adjacent to the airports. The terminal buildings as well as other facilities such as offices and hangers are also municipal owned. Private occupation of any of these facilities involves medium to long term leases.

1.5 Treasury intends that the infrastructure investment should act as a catalyst for private sector investment in aviation, and aviation related businesses, and links to other economic sectors. This overall aim is to promote income growth and employment opportunities in the Province.

1.6 The developments should create numerous opportunities for business firms and service providers. The Treasury invites proposals for projects at any or all of the above municipal airports. The expression of interest can involve any entrepreneurial idea, but examples of possible areas of interest are:

·         New scheduled and charter air service

·         Flight schools and aircraft maintenance facilities

·         New aircraft hangers

·         Car rental and parking facilities

·         Office and storage space

·         Advertising

·         Freight handling and warehousing

·         Retail outlets, restaurants and coffee shops

·         Tourist ventures

·         Hotels, lodges and conference facilities

·         Aeronautical industrial and related enterprises

·         Petrol Stations and convenience facilities

2.  PROPOSALS

2.1 The purpose of this call for expressions of interest is to establish the demand for municipal airport facilities and land that can be developed for industrial and commercial use. Acceptable proposals will establish a link between Treasury, municipalities and private business that can be expanded into implementable projects.

2.2 An application form is available for completion and should contain the following information:

·         Name, address and information about the organization, enterprise or institution submitting proposal

·         Main contact person including telephone, fax, cell phone and email address

·         Nature of the proposed business and relevance to airport development

·         Brief outline of project- purpose, operation, size, growth potential

·         Experience and skills in similar projects

·         Estimated capital expenditure and availability of funding

·         Estimated number of new sustainable jobs created

·         Time frame for implementation

3. LEGAL, REGULATORY, ENVIRONMENTAL, SOCIAL AND CULTURAL ISSUES

At this preliminary stage none of the above issues will be considered.
