The CEO of PCT&BC group, Jay Ramnundlall, has responded to the call, by the Minister of Higher Education & Training, declaring the year 2013 as “THE YEAR OF THE ARTISAN”.

The 5 hectare campus, which was previously operated by the Building Industry Federation of South Africa (BIFSA) was mothballed in 2006 and has been well maintained, with very little refurbishment required to get it back into excellent condition.


Already, the SA Paint Manufacturing Association (SAPMA) in conjunction with its training arm, the SA Paint Industry Training Institute (SAPITI), have created the first training facility dedicated and specific to the South African coatings industry and is relocating to this site. Training programmes which are to be accredited by SETA and the Quality Council for Trades & Occupations (QCTO), which will also support SAPITIs’ quest to become a “Centre of Excellence”. The initiative is endorsed by the Department of Labour as well as the Department of Higher Education and Training, will be offered to meet the Government’s calls for the expansion of skills and job creation.

“The Training Campus is made up of multiple specialised workshops, various lecture rooms, an auditorium, accommodation, full kitchen and canteen facilities that can cater up to 300 people,” states Ramnundlall. Jay went on to say: “A facility of this calibre fits into the model described by the Minister of Higher Education and Training Blade Nzimande, where private public partnerships can make a significant contribution to the introduction of skills to our economy, particularly in the field of artisan training, and this in an existing facility that does not require massive capital commitment”. He invited CEOs’ of FET colleges & CEO’s of SETA’s, as well as construction & engineering companies to explore Private Public Partnerships in this regard.


In view of the vastness of the premises, which includes 5 hectares of training infrastructure, artisan training workshops, a range of sheds, spare rooms, warehouses, as well as engineering and construction structures, which are suitable for artisan training, and all  which are available  for a variety of training  opportunities as well as  the sprouting of new business initiatives in the area of construction, engineering & related industries, an alignment to artisan training needs could see this site develop as a new hub for the provision of  artisans in South Africa.


Accommodation for up to 200 people, 80 onsite, is available at or near, the Centre of Excellence. We intend recruiting candidates for courses from outside our borders, even from as far afield as Mauritius.
